We suggest you remove the cap from the damper motor assembly and check the power at the brown and black wires on the circuit board. The brown wire should be a constant 24 volts, and the black wire should be the 24-volt common. Then check the power between the orange and black wires when the boiler is calling for heat. This power is what would activate the damper motor to move, and you should be reading 24 volts.
